For this reason, we believe, by developing Public, Private and Community Partnerships – that we call PuPCos – we acknowledge the relationship, interdependence and value of these “three” sectors. Private capital, technical capacity and development expertise would promote public policy interests; and public incentives reduce the risks associated with and the costs of financing. But the resources of both the private and public sectors are brought to bear in serving and promoting the community as the end-user.
